Disclosed are a device and a method for manufacturing polybutene continuously by removing halogen acid, which is included in a reaction raw material, by adsorbing the halogen acid using an adsorbent and then re-introducing the reaction raw material into a reactor. The device for re-circulating a raw material used when manufacturing polybutene comprises: a reactor in which a catalyst and a reaction raw material diluted in an inert organic solvent are supplied and polymerized, thereby generating a reactant; a neutralization and rinsing tank for removing a catalyst component from the reactant and neutralizing the reactant; a separation tank for separating the reactant into organic compounds and water; a C4 distillation tower for distilling unreacted raw materials and the inert organic solvent among the organic compounds; and an impurity adsorption tower for removing halogen acid included in the distilled unreacted raw materials and inert organic solvent using an adsorbent.
