A table format multi-dimensional data translation device comprising: a first processing unit configured to insert one row below each row of a column heading portion of an original table and enter an ID of a corresponding column heading into each cell of the inserted row, and insert a column to the right of each column of a row heading portion of the original table and enter an ID of a corresponding row heading into each cell of the inserted column; a second processing unit configured to insert one row between the column heading portion and a data portion, insert one column between the row heading portion and the data portion, and enter, if a row of the column heading potion or a column of the row heading portion indicates a value of a dimension, an ID of the dimension into the corresponding cell of inserted column or row, and enter, if all of column headings and row headings indicate values of dimensions, an ID of a measure into a cell at an intersection of the inserted row and column; and a third processing unit configured to, from each cell of a data portion of a template table created by the first and second processing units, identify a dimension, a value of the dimension, and a measure entered in the column heading or the row heading corresponding to each cell, and output the information as data in a RDF format.
