PROBLEM TO BE SOLVED: To suppress a reduction in adhesion between a heating member and a fixing member.SOLUTION: A fixing unit includes: a fixing belt that fixes a toner image on a recording material; a pressure roll that forms, with the fixing belt, a nip part through which the recording material holding an unfixed toner image passes; and a heater 81 that includes a heat generating layer 811 generating heat upon energization and an insulating layer 812 sandwiching the heat generating layer 811 to electrically insulate the heat generating layer, and has a shape curved along the inner peripheral surface of the fixing belt when receiving no external force to be in contact with the inner peripheral surface of the fixing belt.
