PROBLEM TO BE SOLVED: To appropriately determine the place characteristics of a cell where a user device stays.SOLUTION: A radio communication system CS includes: a stay information recording unit 130 for storing multiple stay information elements SE; a cell stay detection unit 122 for detecting the start of a stay in a second cell Ca by a user device 100 that has been stayed in a first cell Cb; a stay information writing unit 124 for writing the first stay information element SE related to the stay of the user device 100 in the first cell Cb in the stay information storage unit 130 together with a first cell identifier indicating the first cell Cb; a stay information reading unit 126 for searching one or more second stay information elements SE related to the past stay of the user device 100 in the second cell Ca with the use of a second cell identifier indicating the second cell Ca, and reading the elements from the stay information storage unit 130; and a place characteristic determination unit 128 for determining the place characteristics of the second cell Ca where the user device 100 stays based on the read second stay information elements SE.
