A fiber seam allowance treatment apparatus comprises a rack (1) and a cutting unit. The cutting unit comprises a first cutting mechanism (2) and a second cutting mechanism (3), the first cutting mechanism (2) and the second cutting mechanism (3) are arranged on the rack (1) in parallel, and a gap adjustment apparatus is arranged on the first cutting mechanism (2) and the second cutting mechanism (3). Further disclosed is a treatment method. The apparatus improves cutting and composite efficiencies of fiber seam allowances, meets adhesion requirements of tires in different sizes, thereby generating positive technical effects in a tire building process.
