<p><P>PROBLEM TO BE SOLVED: To provide a traffic signal control device and a traffic signal control method for providing signal information even in the case of executing movement control. <P>SOLUTION: A time difference indication determination part 13 is configured to, on the basis of traffic information acquired by a traffic information acquisition part 12, determine whether to perform time difference indication with respect to inflow paths faced to each other at an intersection, and to designate one ladder pattern from among a plurality of ladder patterns stored in a storage part 16 in accordance with the determination result. A light color determination part 14 is configured to, even when any ladder pattern is designated from among the plurality of ladder patterns stored in the storage part 16 in accordance with the determination result by the time difference indication determination part 13, determine whether or not the lighting sequence of a light color with respect to the arbitrary outflow direction of the intersection is equal. The outflow direction of the intersection is, for example, rectilinear left turn and right turn.
