<p><P>PROBLEM TO BE SOLVED: To automatically determine importance of data flowing through a network, require a user to perform appropriate protection for data, and also reduce processing time by compressing data while maintaining determination accuracy. <P>SOLUTION: An importance determination device acquires data flowing through communication paths, and performs compression processing on the acquired data. Then, the device converts compressed data by preprocessing so that importance of data can be determined, and determines importance of the data on the basis of data saved for a predetermined period, for each service.
