<p><P>PROBLEM TO BE SOLVED: To provide a paper feeding roller that can make compatible the suppression of deterioration of paper feeding performance caused by the adhesion of paper powder to the roller and the suppression of a failure in paper feeding. <P>SOLUTION: The paper feeding roller 10 includes a shaft body 12 and an elastic layer 14 formed at the outer periphery of the shaft body. Elastic layer side surface ruggedness 16 which is non-angular is formed in a roller shaft direction on the elastic layer 14. Shaft body side surface ruggedness 18 is formed in the roller shaft direction on the peripheral surface of the shaft body 12.
