A complex fresh water system using a fuel cell device according to an embodiment of the present invention comprises a reverse osmosis part that is supplied with electric energy which is generated by the fuel cell device and turns raw water into fresh water; and a membrane distillation part that turns brine which is discharged from the reverse osmosis device into fresh water through a membrane distillation process by using waste heat of the fuel cell device.
