<p><P>PROBLEM TO BE SOLVED: To perform efficient arrangement for virtual machines according to changes in loads. <P>SOLUTION: Storage means 1a stores predicted loads that indicate the predictions of loads on virtual machines 2a and 2b at each of a first timing and a second timing. Allocation means 1b performs allocation of a computer 2 executing the virtual machines 2a and 2b on the basis of the predicted loads.
