Also, the resource controller includes a mechanism configured to block the requests of the first category when a predefined condition is met.

1. A method for resource controlling, comprising:
controlling storing requests of a first category in a first buffer using a blocking switch included in the first buffer, the request of the first category having a first priority and the blocking switch configured to block the requests of the first category from being received by the first buffer responsive to satisfying a predefined condition regarding a transaction rate provided to requests of a second category; monitoring, using a counter, processing of stored requests of the second category stored in a second buffer, the counter included in the second buffer and configured to generate a control signal to open the blocking switch responsive to satisfying the predefined condition regarding the transaction rate provided to the requests of the second category, the requests of the second category having a second priority, the first priority set such that processing the requests of the first category has priority over processing the requests of the second category; detecting whether the predefined condition regarding the transaction rate provided to requests of the second category has been satisfied; and generating, by the counter, the control signal to open the blocking switch, responsive to detecting that the predefined condition regarding the transaction rate provided to the requests of the second category has been satisfied.
