PROBLEM TO BE SOLVED: To improve the efficiency of simulation.SOLUTION: A simulation control device 100 performs each processing in a state where the simulation time in a hardware simulator 102 is stopped. When processing of transmission from a software model SWM to a hardware model HWM is simulated, the simulation control device 100 synchronizes a software simulator 101 and a hardware simulator 102 with each other. The simulation control device 100 acquires the simulation time when the next operation of hardware HW should be simulated in the hardware simulator 102. When the simulation time in the software simulator 101 coincides with the acquired simulation time, the simulation control device 100 synchronizes the software simulator 101 and the hardware simulator 102 with each other.
