<p>PROBLEM TO BE SOLVED: To provide a technology of determining whether a physical machine can actuate a virtual machine in a short time with high accuracy.SOLUTION: A virtual machine quantity acquisition unit 2020 acquires the number of virtual machines which can operate on a physical machine. An operation determination unit 2060 determines whether the physical machine can actuate the virtual machines by use of any of multiple determination methods. The determination method used by the operation determination unit 2060 is selected by a determination method selection unit 2040. The determination method selection unit 2040 selects a determination method to be used by the operation determination unit 2060 from among a plurality of determination methods, on the basis of the number of virtual machines acquired by the virtual machine quantity acquisition unit 2020.</p> |
