PROBLEM TO BE SOLVED: To appropriately synchronize different cells even when synchronizing the cells in an asynchronous NW by a radio interface.SOLUTION: A radio base station wirelessly synchronizes cells by utilizing a downlink signal transmitted from a radio base station of the other cell. The radio base station comprises: a synchronism information control part which reports a synchronism information request to the radio base station of the other cell and acquires synchronism information reported from the radio base station of the other cell; and a determination part for determining a radio base station to be wirelessly synchronized on the basis of the acquired synchronism information. Information indicating a synchronous state, synchronous hierarchy level and a synchronous group for the radio base station of the other cell is included in the synchronism information that the synchronism information control part acquires from the radio base station of the other cell.
