PROBLEM TO BE SOLVED: To provide a method of manufacturing a separator for a fuel cell in which, even if a coating having large contact resistance on the surface of a base material, the contact resistance of a separator can be reduced and performance deterioration in the fuel cell can be suppressed.SOLUTION: A gas passage formation member 16 constituting a separator 12 includes: a base material 18 made of stainless steel; a resin layer 20 which is provided on the surface of the base material 18, has higher hardness than an oxide film 18b of the base material 18, and includes a filler 22 having conductivity; and a conductive layer 24 which is provided on the surface of the resin layer 20 and includes graphite 26. Moreover, the filler 22 penetrates through the oxide film 18b of the base material 18 and comes into contact with a parent material 18a. |
