PROBLEM TO BE SOLVED: To quickly detect the occurrence of congestion and to control the congestion.SOLUTION: A communication control device 1 comprises: a traffic monitoring unit 121 for monitoring the number of requests transmitted from a mobile terminal 2 to a server 3; a congestion detection unit 122 for detecting congestion on the basis of a ratio of the number of responses to the number of requests monitored by the traffic monitoring unit 121; and a proxy response unit 123 for transmitting a proxy response substituting for a response transmitted by the server 3 to the mobile terminal 2 if the congestion detection unit 122 detects congestion.
