Disclosed are a method and an apparatus for decoding a video, which are capable of supporting a multi-layer. According to the present invention, provided is a method for decoding a video including the steps of: generating an inter-layer reference picture set for at least one reference layer, which is referenced by a current picture; generating an initial reference picture list including the inter-layer reference picture set; and performing a prediction of the current picture based on the initial reference picture list. Thus, the present invention provides a method of generating a reference picture list including a picture of a layer different from a layer to be currently coded and decoded, and an apparatus using the same. |
