PROBLEM TO BE SOLVED: To provide an identification apparatus and an identification program capable of precisely identifying an action indicated by video.SOLUTION: An identification apparatus 1 comprises: a video division unit 11 for dividing video into space-time subregions; a feature description unit 12 for calculating a local feature amount related to a locus of a feature point in the subregions with respect to the respective space-time subregions and describing the local feature amount by a predetermined dimension; a feature expression unit 13 for performing statistical processing of a set of the local feature amount and determining feature expression; and an identification unit 14 for identifying an action in the video by a predetermined identification tool based on the set of the feature expression for every space-time subregions.
