PROBLEM TO BE SOLVED: To provide a developing device capable of preventing an image defect caused by unrecovered toner by surely recovering toner adhering to the inner surface of a housing of the developing device or the like and to provide an image forming apparatus.SOLUTION: A developing device 41 includes a magnetic roller 62 and a developing roller 63 provided above the magnetic roller 62. A magnetic roller-side magnetic pole 62B such as a main pole 75 is provided in the magnetic roller 62. A developing roller-side magnetic pole 63B being rotationally movable from a first position to a second position is provided inside the developing roller 63. At the time of non-development in which development is not performed, the developing roller-side magnetic pole 63B is moved from the first position to the second position and further, returned to the first position. In the movement process, a magnetic carrier attracts and recovers the unrecovered toner, while moving around the developing roller 63 with the rotation of the developing roller-side magnetic pole 63B. |
