PROBLEM TO BE SOLVED: To efficiently switch between a plurality of streams which are correspondent time-sequentially, during two-way streaming.SOLUTION: A first differential frame is generated by encoding a differential between a frame subjected to encoding in a first stream and a frame preceding to the subjected frame, and a second differential frame is generated by encoding a differential between the subjected frame and a frame preceding to the subjected frame in a second stream. A step width and a shift parameter of a sectional constant function are calculated in such a manner that values of sectional constant functions in corresponding conversion coefficients within the first and second differential frames become equal. A merge frame is generated on the basis of the step width and the shift parameter and in the case where a designation of the first stream is received from a client during distribution of the frame in the second stream, the first differential frame, the second differential frame and the merge frame are distributed to the client. |
