PROBLEM TO BE SOLVED: To provide a heat exchanger and a heat exchanger manufacturing method capable of preventing fretting between finned tubes and tube bundle plates as a result of vibration of the finned tubes, and avoiding failures in fins and element tubes of the finned tubes.SOLUTION: The heat exchanger includes: a plurality of fined tubes 20 each formed by winding a fin 22 around an element tube 21, the fined tubes 20 being aligned in parallel at intervals; and a pair of corrugated plate-shaped tube bundle plates 31, 31 fixing the plurality of finned tubes 20 by holding the finned tubes 20 therebetween in a radial direction of the finned tubes 20. An element tube exposure part 23 to which the element tube 21 is exposed is provided on each finned tube 20. This element tube exposure part 23 is covered with a pair of half sleeves 40, 40 bonded to each other by welding in a metal touch state. These half sleeves 40, 40 are held between the paired corrugated plate-shaped tube bundle plates 31, 31 in the metal touch state and the plurality of finned tubes 20 are fixed together by bonding the paired tube bundle plates 31, 31 by welding. |
