一种积点发行系统，包含伺服器，以及与伺服器通讯连接并且可与移动式终端设备通信以发行积点的终端认证装置。其中，伺服器至少包含第一储存单元，以相对应的方法储存积点活动中所要用到的活动积点以及活动积点的使用状态；而认证终端装置则包含与移动式终端设备通讯的通讯单元。当消费者满足取得活动积点的条件时，由终端认证装置向伺服器要求活动积点；伺服器接收到终端认证装置的要求后，查询第一储存单元并从中随机选择未被使用的活动积点，同时将选中的活动积点标记为已使用；接着透过终端认证装置以及将选中的活动积点处置权限转移至消费者。;A system for issuing Bonus-Points, which includes a server and an external authentication means which is connected with the sever for communicating with a portable authentication means to issue Bonus-Points.
