<p>When a control system of a first base station interlocked with an terminal receives a service request message from the terminal in order to control radio resources of the terminal, the control system confirms whether a transmission method for providing a service requested by the terminal and a transmission method which the first base station provides are same. If the transmission method is different from the transmission method which the first base station provides, a handover to a second base station having a service type of a transmission method for being overlapped with a service area of the first base station and providing the service is instructed. The received service request message is transmitted to the second base station so that the terminal can receive a service through the second base station.
