<p><P>PROBLEM TO BE SOLVED: To stabilize inflow of ground water into a well pipe and to increase an inflow rate. <P>SOLUTION: A pumping device comprises: a well pipe 3; a closing lid; a decompression pump; a lifting pump 6; and a pump storage section 7. The well pipe 3 having a strainer 8 at a lower section is buried in the ground. The closing lid closes an internal space of the well pipe 3 in airtight state. The decompression pump reduces pressure in the internal space of the well pipe 3 through a suction pipe. The pump storage section 7 has: a cylindrically formed side wall member 22 where a position thereof is determined so that an upper edge thereof is higher than a groundwater inlet section 8c of the strainer 8; and a bottom member 21 which forms a bottom of the pump storage section 7.
