The present invention relates to titanium oxide electrode including titanium oxide having a dendrite structure formed on the surface of an electrode base material. The titanium oxide has high purity, is arranged regularly and uniformly, and has a large surface area. Therefore, the titanium oxide electrode has increased electrochemical performance and excellent stability and can be used for various electric devices such as a capacitor. The titanium oxide having the dendrite structure is formed by a pulse reverse electrolyte plating method.
