Provided are an apparatus for recovering roadbed settlement of a non-ballast track and a method thereof, wherein a wave-shaped tube settlement recovery device is inserted into a slope beside a railroad at the time of settlement of a non-ballast track (a concrete track, an asphalt track) due to the roadbed settlement such that the roadbed settlement of the non-ballast track can be simply recovered without disrupting the train operation of existing lines, and the loss of grouting material can be minimized using closed tubes. A wave-shaped tube main body (110) is a closed tube and expands in the vertical direction so as to recover the roadbed settlement of the non-ballast track and inserted between an upper roadbed (210) and a reinforced roadbed (220) which are the slope beside the railroad.
