A scalable video signal encoding/decoding method according to the present invention acquires a discardable flag as to a picture of a lower layer, determines whether the picture of the lower layer is used as a reference picture on the basis of the discardable flag, and and stores the picture of the lower layer in a decoded picture buffer in case the picture of the lower layer is used as the reference picture.
