<p>PURPOSE: A cosmetic composition is provided to enhance skin trouble treatment, freshness, and moisturizing effect, and to treat acne or atopy. CONSTITUTION: A cosmetic composition contains a fermented material of germinated Phaseolus radiatus, germinated Phaseolus angularis, and a Sophora flavescens extract. A method for preparing the fermented material comprises: a step of mixing10-50 wt% of germinated Phaseolus radiatus, 50-90 wt% of germinated Phaseolus angularis, and the Sophora flavescens extract; and a step of fermenting and maturing the mixture. The germinated Phaseolus radiatus and the germinated Phaseolus angularis are prepared by germinating 10-90 wt% of Phaseolus radiates and 10-90 wt% of Phaseolus angularis and pulverizing.
