The present invention relates to a method for manufacturing a graphene solution in order to have partially reduced graphene which is stable and dispersed without precipitation in a region with a specific proportion of a reducing agent when reduced graphene is manufactured by reducing graphene oxide which is an oxidized substance of graphene having a two dimensional structure, and to a coating solution manufactured by using the same.
