The present invention relates to an apparatus and method for constructing an eco-friendly building using natural heating and cooling. The apparatus includes a sealed exterior material (30) installed to the outside of a building; various indoor spaces (90) formed by upper and lower vertical walls (51) and vertical walls to form the whole space in the building; upper and lower passages (50) formed by connecting the upper and lower walls of each story; an outer air inlet port (10) and an inner air outlet port (20) communicating with each indoor space; an air purifying unit communicating with the outer air inlet port and the inner air outlet port; heat storage passages (60) connected to each passage of each story; a heat storage chamber (70) connecting the heat storage passage and the outer passage; and a controller (11) installed to each passage through which the air is circulated, thereby opening or closing the circulation of the inner and outer air.
