To provide a light diffusion reflecting plate including a substrate having thereon at least a ground coat layer and a top coat layer in contact with this ground coat layer, wherein the ground coat layer is a white coating film layer; the top coat layer contains a white pigment and two kinds of spherical particles; a content of the white pigment is from 2 to 15% by mass; the two kinds of spherical particles are (A) a spherical particle having an average particle size of from 5 to 30 µm and (B) a spherical particle having an average particle size of from 15 to 45 µm; a difference in the average particle size between the spherical particle (A) and the spherical particle (B) is 10 µm or more; and each of the spherical particle (A) and the spherical particle (B) is contained in an amount of from 5 to 17% by mass, respectively in the top coat layer. It is possible to provide a light diffusion reflecting plate having a high degree of whiteness and excellent light diffusion properties and antiglare properties.
