PROBLEM TO BE SOLVED: To suppress deterioration of a catalyst in a modifier due to a situation in which at the time of partial oxidation modification operation, the catalyst locally increases to high temperature.SOLUTION: At the time of partial oxidation modification operation, the temperature of a catalyst at a gas flow upstream part locally exceeds a catalyst deterioration temperature in a modifier 112, so that the catalyst deteriorates in an early stage. Accordingly, in a case where at the time of partial oxidation modification operation, the temperature of a gas flow upstream part in the modifier 112 exceeds a set value, a cooling fluid is allowed to flow in the gas flow upstream part in the modifier 112. |
