In the present invention, if a plurality of ships are to be introduced onto a route, a ship is presented that is suitable for being introduced onto the route. A ship allocation device acquires route information indicative of a regular route, number information indicative of the number of ships to be introduced onto the regular route, and schedule information indicative of a schedule of ships on the regular route. The ship allocation device acquires this information from a ship database that stores, for each of the plurality of ships, information pertaining to the variations in fuel consumption. When the regular route indicated by the route information is run on the schedule indicated by the schedule information, the fuel consumption for each of the plurality of ships is computed by the ship allocation device on the basis of the information acquired from the ship database. The ship allocation device selects the number of ships indicated by the acquired number information from among the plurality of ships on the basis of the computation results of the fuel consumption, and outputs ship information indicative of the selected plurality of ships.
