PROBLEM TO BE SOLVED: To detect spoofing by an on-vehicle device.SOLUTION: An on-vehicle device comprises: a positioning unit which outputs first positioning information indicating a current position of a vehicle on the basis of a positioning signal received from a satellite; and a processing unit which acquires second position information indicating a current position of the vehicle by a radio signal different from the positioning signal, and determines whether spoofing is performed on the basis of the position indicated by the first position information and the position indicated by the second position information.
