The present invention relates to an apparatus and method for refining molten steel. The method includes a step of preparing the molten steel; a step of immersing an impeller in the molten steel; a step of supplying a liquid dephosphorizer from above the molten steel; and a step of stirring the molten steel by rotating the impeller. In the molten steel stirring step, a powdery solid dephosphorizer is supplied through the lower section of the impeller so that the molten steel stirring efficiency can be improved and the phosphorus concentration of the molten steel can be efficiently controlled.
