PROBLEM TO BE SOLVED: To provide a catalyst ink which achieves good dispersibility of a non-platinum based carbon catalyst, and has a low viscosity, storage stability, and superior suitability to coating; and to provide, by use of such catalyst ink, a catalyst layer extremely reduced in occurrence of unevenness in coating and having good adhesion with a base material, and a fuel battery or air battery which is superior in battery characteristics.SOLUTION: A method for manufacturing a catalyst ink is used for a battery having a catalyst electrode. The method for manufacturing a catalyst ink comprises the step of preparing a dispersion arranged by dispersing a non-platinum based carbon catalyst (A) in an aqueous liquid medium (C) with a dispersant (B) in advance.
