Provided is a message transmission and reception device capable of preferentially processing high priority messages even in a multi-vendor environment in which vendors differ as to, among others, whether the vendors employ a priority control function. The message transmission and reception device receives, via a relay device, an upstream message addressed to an application server and transmitted from a communication terminal, and transmits, via the relay device to the communication terminal, a downstream message addressed to the communication terminal and having been transmitted from the application server, wherein when the message transmission and reception device has received a high priority message, the message transmission and reception device calculates the number of messages that were overtaken by the high priority message during the period between the transmission of the high priority message by the relay device and the reception of the high priority message by the message transmission and reception device, adjusts, on the basis of the calculated number of messages, a threshold value for determining the quantity of messages to be transmitted to the relay device, and controls the quantity of messages transmitted to the relay device on the basis of the result of a comparison between the number of accumulated downstream massages in the relay device and the adjusted threshold value. |
