PROBLEM TO BE SOLVED: To realize result report of MDT process by a radio terminal with sure even at the time of hand over to a cell not supporting MDT (Minimization of Drive Test).SOLUTION: An MDT measurement process is performed which includes a step in which a radio terminal receives measurement configuration from a network, a step in which the radio terminal starts a record type MDT measurement process based on the measurement configuration in connected state, and a step in which the radio terminal continues the record type MDT measurement process even if hand over accompanies in a connected state.
