A false twister spindle and a false twister. The false twister spindle comprises a core shaft, a bearing surrounding the core shaft, a transmission piece located on the core shaft and separated from the bearing along an axial direction of the core shaft. The bearing comprises an outer ring of the bearing, first-group rolling elements and second-group rolling elements located between the outer ring of the bearing and the core shaft and separated from each other along the axial direction of the core shaft. The first-group rolling elements are close to the transmission piece. The second-group rolling elements are away from the transmission piece. A damping ring surrounding the core shaft is installed on an inner circumference between the outer ring of the bearing and the second-group rolling elements. The damping ring has a ring-shaped groove having an opening toward the core shaft, and the second-group rolling elements are located between the ring-shaped groove and the core shaft. The damping ring has a simple design, and can implement damping functions along an axial direction and a radical direction of the core shaft.
