PROBLEM TO BE SOLVED: To provide an image transmitting apparatus and an image receiving apparatus which, even when the transmission state of wireless communication rapidly changes, control the data rate of an image etc. to be transmitted, on a timely basis.SOLUTION: The image transmitting apparatus comprises: an encoder for encoding an inputted image signal with a predetermined encoding rate; an image data transmitter for allowing wireless communication means to transmit data on a result obtained by encoding by the encoder; a transmission state acquiring unit for acquiring electric field intensity data acquired by the transmission state acquiring unit at the wireless communication means; and a transmittable band estimation unit which estimates a transmittable band on the basis of the electric field intensity data acquired by the transmission state acquiring unit, and sets an encoding rate at the encoder on the basis of the estimated transmittable band.
