PROBLEM TO BE SOLVED: To suitably suppress increase in workload for introduction work of license even when a plurality of issue sources of license are present.SOLUTION: A licenser determination device includes issue source information storage means and issue source information provision means. The issue source information storage means stores correspondence information with issue source information including issue source identification information for identifying the issue source of license data, which an electronic apparatus uses for permission/prohibition determination of start of a program, for each piece of license identification information for identifying the license data. The issue source information provision means acquires the issue source information corresponding to the license identification information specified by an acquisition request of the issue source information in response to the acquisition request by using the issue source information storage means, and returns the issue source information.
