PROBLEM TO BE SOLVED: To provide a reformer, a cell stack device, a fuel cell module and a fuel cell device which reliability and reforming efficiency are improved.SOLUTION: A reformer 6 which steam reforming of raw fuel is possible has: a water inlet 31 to introduce water inside; a raw fuel inlet to introduce raw fuel in the reformer 6; a gasification unit 7 to vaporize the introduced water in water vapor; and a reforming unit 8 with reforming catalyst for reforming reaction with the raw fuel and the water vapor. The water inlet 31 has a passage that the water supplied from the outside turns around in the gasification unit 7 and is supplied to the inlet side of the gasification unit 7.
