PROBLEM TO BE SOLVED: To provide a power management system and a control device that suppress a peak of electrical energy received from a power system.SOLUTION: The power management system includes a power conversion section 161, and a control device 15 comprising a prediction section 153 and a notification section 154. The power conversion section 161 has the function of detachably connecting with a motor-driven vehicle 20 whose power source is an electric motor, and supplying power discharged from the motor-driven vehicle 20 to a distribution network 31 for supplying power received from a power system 30 to a plurality of loads. The prediction section 153 predicts an excess period in which a sum total of power demand by loads connected to the distribution network 31 exceeds a predetermined limit value. The notification section 154 notifies a user of the motor-driven vehicle 20 of a request to connect the motor-driven vehicle 20 to the power conversion section 161 for power discharge in the excess period predicted by the prediction section 153.
