<P>PROBLEM TO BE SOLVED: To at least reduce access traffic congestion at a migration destination base station if communication of a mobile station afterward is going to be performed via the migration destination base station due to the migration destination base station notifying the mobile station of information indicating that an exchange and a migration source base station cannot communicate with each other. <P>SOLUTION: A base station includes: a control signal generation unit for generating a control signal indicating an active state or inactive state of each of a plurality of exchanges in a first communication state in which the base station can communicate with at least one of the plurality of exchanges; and a radio transmission unit which transmits the control signal to a mobile station. The base station continues to generate a control signal indicating the active state of an exchange about which the active state was shown in the first communication state and transmits the control signal to the mobile station in the case that the base station has shifted from the first communication state to a second communication state in which the base station cannot communicate with any exchange. <P>COPYRIGHT: (C)2013,JPO&INPIT |
