PURPOSE:To improve estimating accuracy in a system wherein a point of time of synchronizing two rotary members (point of time with rotational speed difference 0) is estimated and detected before this point of time. CONSTITUTION:At the point of time when the concerned rotational speed difference reaches a predetermined value or less, the synchronization timing of two rotary members is estimated and detected from the rotational speed difference and its change rate at this point of time. In this way, in estimating detection where deviation L1 is generated in the past, deviation L2 is only generated.
