The present invention relates to a cooling and heating apparatus for a heat pump to expand medium to high voltage heat to have a defrosting function. More specifically, the cooling and heating apparatus for a heat pump having a defrosting function by expanding the medium to high voltage heat enables defrosting by supplying the medium to high voltage (temperature) with a constant interval in order to resolve a problem of freezing when the high to medium voltage heat is expanded and frozen at a low temperature. The present invention provides a defrosting function that prevents a freezing phenomenon by allowing expansion in an expansion pipe supplied through an evaporator and supplying the medium to high voltage (temperature) by opening a solenoid valve installed on a defrosting pipe crossing an expansion pipe with a constant interval.
