Disclosed are an LED color conversion material including TFT-LCD cullet and a florescent material by recycling TFT-LCD (Thin Film Transistor - Liquid Crystal Display) cullet with an LED color conversion material, and a manufacturing method thereof. A method of manufacturing an LED color conversion material according to the present invention includes pulverizing cullet generated in the TFT-LCD, mixing pulverized TFT-LCD cullet with a florescent material and molding it, sintering it, and manicuring an LED color conversion material of a glass state of diffusing the florescent scent material.
