The present invention relates to a planar heating element using zinc oxide nanowires and indium tin oxide (ITO) particles and a manufacturing method thereof. The planar heating element according to an embodiment of the present invention includes: a substrate; a heat emitting layer which is formed on the substrate and has a hybrid structure of the zinc oxide nanowires and ITO particles.
