The video decoding method according to an embodiment of the present invention comprises the following steps: decoding information of a first layer picture which a second layer picture subjected to be decoded can refer to; producing information of a reference picture between basic layers using the information of the first layer picture; producing information of a reference picture between improved layers using the information of the first layer picture, information of the reference picture between the basic layers and the information of a second layer picture; and producing a reference picture list in which prediction between screens of the second layer picture is used using the information of the reference picture of the basic layers, information of the reference picture of the improved layers and information of the second layer picture.
