The present invention relates to a porous electrode, which is used for increasing the efficiency of various electrochemical reactions like chemical plants, a desalination device, fuel cells, secondary cells (redox flow batteries), and reformers of natural gas, and a battery cell including the same. The carbon electrode having vertically oriented carbon fiber layers according to the present invention comprises a carbon felt layer and the vertically oriented carbon fiber layer formed on the felt layer and has a high electric conductivity in a thickness direction and has low contact resistance between cationic exchange membranes and separation plates.
